How Swaraj Comes
Not a slogan and not a party manifesto — a checklist. What the word actually meant, what the programme actually contains, what the record says about trying it, and the part you can do this week.
Swaraj is the most misused word in Indian public life, which is why this page starts with its owner's definition. Gandhi's Hind Swaraj (1909) is blunt: self-rule begins as a discipline, not a demand. Documented

Thirty-three years later he gave the structural half: "My idea of village swaraj is that it is a complete republic, independent of its neighbours for its own vital wants, and yet interdependent for many others in which dependence is a necessity" (Harijan, 26 July 1942). Documented Rajiv Dixit spent two decades rebroadcasting exactly this picture — his movement circulated Gandhi's gram-swaraj outline in Hindi as "सच्चे स्वराज की रूपरेखा" (those words are Gandhi's, distributed by the movement, and this page keeps the attribution straight). His lecture "भारत में स्वराज्य कैसे आएगा" exists on the official channel; no clean transcript was retrievable, so lecture-specific detail below carries the honest tag. Contested
- Spend as if it's a vote. Prefer local and Indian-made; money kept local is the base unit of self-rule. Documented (corpus-verified theme)
- Make the village meet its own vital wants — food, cloth, water first; trade for the rest. Documented (Gandhi's text)
- Add value where the crop grows. Process produce in-village so jobs and margin stay rural. Contested (movement-reported)
- Train self-employment locally — swavlamban camps, not exporting the young to distant labour. Contested (movement-reported)
- Default to indigenous everyday systems — local health, cow-based organic agriculture, working knowledge as vidyā. Documented as a theme; specific cure-claims stay Unsupported.
- Empower the gram sabha for real. The one mechanism with constitutional force — where devolution is genuine, it works. Documented
- Decolonise law on substance; keep justice local. Low-cost village dispute resolution; code reform that changes content, not names. Documented
- Begin with self-rule. Sanskar before slogans — Gandhi's ch. 14, and Dixit's own opening line: "मैं भारत को भारतीयता की मान्यताओं के आधार पर फिर से खड़ा करना चाहता हूँ।" Documented
The 73rd Amendment (1992) wrote panchayats into the Constitution with authority over 29 subjects. Three decades on, the Ministry of Panchayati Raj's own Devolution Index (2024) scores the states just 29.18/100 on Functions and 37.04/100 on Finances — the design exists; the devolution is the bottleneck. The lesson this page draws is a mechanism-lesson, not a blame-lesson: the checklist fails where it depends on someone else devolving power, and works where citizens can execute without permission. Which is where the next section comes in.

- Fund — small-ticket crowdfunding, every rupee tied to a numbered fix.
- Fix — overnight where materials allow (cold-mix asphalt makes overnight pothole repair real).
- Publish the receipts — before/after, itemised costs, date. A fix is a ✅ with evidence, or it didn't happen.
- Hand back — notify the municipal body; keep the public record either way.
Not a substitute for the state — a demonstrated standard, with the same honesty discipline as every claim on this site. Predecessors exist and are being verified for the launch note; legal ground rules per city come first. Contested (pilot design — precedents and legality under verification)
